I want to be able to use this program, but don't want to have to pay for hosting. Will I be able to follow this track using WordPress' hosting that comes standard with an account (ex: example.wordpress.com)?

8,948 Pointswordpress.com won't work but, there is a course here: How to Install WordPress on Your Computer https://teamtreehouse.com/library/how-to-install-wordpress-on-your-computer or You can sign up to amazon web services (aws), it is free for the 1st year. Then you can install wordpress to aws, there are tutorials for that on youtube, takes only a few minutes.

No, you won't be able to follow the track using wordpress.ORG (as this platform isn't the open source wordpress and won't let you upload your own themes).
But, you can set up a Local Development environnment on your computer using MAMP or XAMP. I think there's a course specifically on that later in the track.

42,478 PointsI would add that is you have a spare $35 dollars you can setup something like a Raspberry Pi as a WP host (its what I do) and you can put it online via most ISPs or at minimum carry it with you to develop on the go.
