Add Bootstrap CSS via the function.php file

Hi there, what's the difference to add bootstrap CSS via function.php file or in hard mode, I mean via the header.php file?

The output for both options is the same but inside functions.php is more consistent and also is proposed from Wordpress as Wordpress best practices and coding standards.
