Accessing JavaScript Console

I'm having trouble accessing the JavaScript Console. I'm using the Safari on my MacBook Pro (high Sierra). Cmd + Option + C is not working and I don't see the button like the guy presses in the video.

If the shortcut is not working, it could be that the Develop menu is not enabled.
