error message keeps saying it can't find "newParagraph". Not sure what the issue is. will not accept var or let in front of "newParapgraph" either

I think they first want you to use the createElement method to create the new element.
var contentDiv = document.getElementById('content');
var newParagraph = document.createElement('P');
Then they want you to set the class attribute of this newly create paragraph element to panel, you can do this with the setAttribute() method.:
var contentDiv = document.getElementById('content');
var newParagraph = document.createElement('P');
newParagraph.setAttribute("class", "panel");
