What is the difference between the HTML and HTML Basics course? They seem similar but different and I would like to know how to choose between the two.

They are both introductory courses, and there will be some overlap in the material. But they are both short (estimated 3 hours) so it might be useful to take both because where they overlap will help reinforce the concepts.

I agree with Dragos that it might be good to start with HTML Basics.

And depending on your learning goals, you might also consider the Web Design track, which is a progression of courses and one of them is HTML Basics.
